“Police Academy 4: Citizens on Patrol” sees once again another batch of recruits enrolled in the Police Academy made up of civilian volunteers. This is in response to Commandant Eric Lassard’s (George Gaynes) new Citizens on Patrol program in a hope to build a better relationship between the police and the common citizen. Once again with Lassard gaining notoriety, Captain Harris (G. W. Bailey) wants to see the project fail miserably. It’s now up to Carey Mahoney (Steve Guttenberg) and his friends Moses Hightower (Bubba Smith), Larvell Jones (Michael Winslow), Eugene Tackleberry (David Graf), Laverne Hooks (Marion Ramsey), and Debbie Callahan (Leslie Easterbrook) who are all in charge of training the civilians to make sure this program works. The civilians include Tommy "House" Conklin (Tab Thacker), Kyle (David Spade), and Arnie (Brian Backer) who are now faced with a baptism, as every inmate from precinct 19 is set free.
