Terrorists have stolen top secret technology and created a next generation Universal Soldier, named NGU {Andrei Arlovski}. They then seize the nuclear reactor with the new UniSol leading the way, threatening to destroy millions by unleashing a lethal radioactive cloud. Luc Deveraux {Jean-Claude Van Damme}, a decommissioned UniSol is reactivated and retrained as he is the only one who can stop the terrorists. Deveraux must launch a full-throttle assault on the heavily protected fortress where he discovers not just the one UniSol, but also his ruthless old enemy, Andrew Scott {Dolph Lundgren}. Andrew has been secretly cloned and upgraded. If there is to be any hope for the survival of mankind, Deveraux must fight and annihilate these virtually indestructible warriors programmed to kill.
