The story revolves around a FBI agent Jake Malloy (Sylvester Stallone). He is after a dangerous killer who is targeting police officers one by one. Already the killer has killed many officers but this is not the end he has a special enmity for Molloy for some past incident and can do anything to kill him. However the killer targets him on the right place by killing his very good friend and also his fiancée Mary (Dina Meyer). This incident has a very deep impact on the mind of Malloy he becomes addicted to alcohol and finally had to rely on a rehabilitating center for the treatment. But that is not the end the killer enters that place kills a patient and replaces himself with him. In the course of the event he kills patient one by one then he kills the director of the center Doc (Kris Kristofferson) and also start targeting the staffs. Killer’s motive behind all this killing is to reach Malloy and kill him.
