Marion Cobretti (Sylvester Stallone) is a tough-as-nails police officer with a bad reputation for doing what it takes to get a criminal. Cobretti is called in on a hostage assignment and manages to take out the gunman. Before dying, the gunman reveals of a criminal plot by supremacists called “The Order” to control the world. Around Los Angeles, a string of violent acts reveals itself to be no coincidence. Rather, it is the work of the supremacist group. A witness to one of the crimes (Bridgette Neilson) is placed under protective custody by Cobretti as the group targets her. After an increase in danger, they leave the city and become romantically involved. The Order discovers the pair and they are forced to flea. Cobretti is forced to use all his strength and tactics to fight their way to safety, eventually coming to a battle with the head of The Order.
