'Second in Command' is an action film set in an imaginary European country named as Modavia, where the US establishes a democratic government under the leadership of Yuri Amirev (Serban Celea) after dethroning a dictatorial rule of Alexei Kirilov (Costel Lupea). Sam Keenan (Jean-Claude Van Damme) is an US Navy commander, deputed to take care of the security of the US Embassy there. The Ambassador George Norland (Colin Stinton) designates Kenan as his Deputy. Everything is just fine with Kenan and his journalist girl friend Michelle Whitman (Julie Cox), until =a coup occurs and this time the loyalists of the dethroned Kirilov led by Anton Tavarov (Velibor Topic) attacks the Presidential Palace. Kenan rescues the president and gets him into the embassy. A lengthy exchange of fire takes place between Kenan's marines and the insurgents, which even takes the life of the Ambassador Norland. Kenan takes charge of the embassy and the situation.
