A disenchanted U. S. Marshal named Conor Gallagher (Bill Pullman) has drug problems, which is never good for the public safety. Yet, he is assigned to protect a federal judge named Faith Mattis (Lena Olin) who disputes any dangers from mail bombs after one goes off in her office and nearly one in her car. Meanwhile, the subject of one of her cases is General MacAteer (Colm Feore). MacAteer is furious with the President (Keith Martin Gordey) and now plans to assassinate him for cutting the military budget, but allowing a new moon landing mission. Gallagher discovers that MacAteer is also behind a drugs and arms smuggling unit, but he is on to them and orders them assassinated as well.
