Travis Hunter (Steven Seagal), an ex-CIA agent, is assigned to work on the case of a Japanese governer shot dead in his election campaign. Hunter was chosen for this campaign because he was raised in Japan, has strong underworld connections and knows Yakuza, the Japanese mafia. Actually, FBI had asked CIA to investigate the matter as they suspected terrorist involvements. Hunter is accompanied by novice FBI agent Sean Mac (Matthew Davis) in the mission. Using his connections, Hunter discovers that there is a conflict going on between Yakuza’s older members and a young leader Kuroda (Takao Osawa). Kuroda is progressing to build up a drug network with Chen (Kenneth Low), the Chinese Tong boss. Hunter seeks help from Kojima, an assistant to an old school Yakuza setup. But, as Hunter goes deep into investigation, the lives of his near ones are endangered. One of Kuroda’s men brutally murders Hunter’s fiancé Nayako. Now life and death does not matter for Hunter. All he wants is to kill Kuroda and take his revenge.
