The states of Yan and Zhao are at war with each other constantly. Yen Feier (Kelly Chen) becomes an empress after her father, an emperor, is killed while in office. Some other military men did not like General Muyong Xuehu (Donnie Yen) being appointed as an heir to the emperor’s throne. Xuehu wants no more political matters to deal with and decides to give his loyalty to Yen, whom he has loved since they were children. He also trains her as a warrior. Yen’s cousin Wu Ba (Guo Xiao-Dong) tries to make trouble because he wants to be on the throne, and he tries to kill her. Duan Lan-Quan (Leon Lai) comes along and acts like Robin Hood. Yen is then unsure whether she will stay with Xuehu or go off with Duan.
